In North Holland, Algonquin on the sixth floor rooftop of the hospital. At the emergency room parking for the ambulances there is a doorway containing stairs. Go through the doorway and climb the stairs until you are at the sixth floor balcony (the first opening in the stairs). Walk all of the way around the roof and the pigeon is sitting on the railing.
