Packie McReary is an Irish gangster as is his family.  Once Packie likes you enough and you’ve unlocked his ability you can call him using the “Bomb” option and he will give you a bomb that you attach to a car and detonate with your cell phone.  In order to get 100% completion you must have unlocked Packie’s ability and done all of his activities at least once with him.

Percentage Packie must like you to unlock his ability:

Unlocked at > or = 75%

Won’t want to be your friend at < or 30%
